Dean Richard P. Barth and Associate Professor Haksoon Ahn (shown here), along with Diane DePanfilis at Hunter College and Kevin Frick at Johns Hopkins University, published an article entitled, “Estimating minimum adequate foster care costs for children in the United States” in the Children and Youth Services Review. The article establishes foster care minimum adequate rates for children (MARC) and examines the discrepancy between states’ current payment rates and the foster care MARC. This study updated the 2007 MARC with cost of living adjustments to 2016 and identified states that have made increases to their reimbursement rates, relative to the MARC over time. Results of the study provide a foundation to establish a national methodology standard for states to set foster care rates to the level that meets children’s needs.
